Circular on Conducting Demonstration Work for Implementation of Technical Standards for Inspection and Maintenance of on Road Cars (Correspondence No. 368 (2004) by the General Office)

　　In order to devote more efforts to strength prevention of exhaust pollution from motor vehicle, improve environmental air quality, combine scientific research with the system of pollution management closely, the general bureau has launched the national scientific and technological brainstorm subject on The Research of China's Technical Standards and Management System for Inspection and Maintenance (I/M)of on Road Cars , and will research and formulate implementation of system and technical criterions for I/M of on road cars with China's actual conditions by referring international experience . For this reason, the general bureau chooses Liaoning, Shandong province and Shenzhen municipality as demonstrational province (city) for implementation of technical standards for I/M of on road cars and popularizes the system of I/M within the range of the whole province (city). Inform the demand of demonstration work as follow:

  I, Be in charge of the environmental protection administrative department in demonstrational provinces and cities should cooperate closely with the units which assume the scientific research subject, make the corresponding enforcement measure with combining the actual conditions of province and city in order to guarantee all vehicles will be inspected regularly.

   II, Be in charge of the environmental protection administrative department in demonstrational provinces and cities should make clear the organizations of administration demonstration work for implementation and undertake the supervision and management particularly. Be in charge of the environmental protection administrative department will approve and issue the qualified mark of environmental protection to the qualified vehicles which pass the regular inspection of environmental protection.

  III, Professional inspection companies from social third party offer complete service (including networked data service), adopting measure of concentrating inspection and carrying on standardized large-scale operation and integration network management. The organizations of inspection can't manage maintenance operation or participate in it by any way. Meanwhile, the organizations of maintenance can't manage inspection service or participate in it by any way .

　　 According to the demand of I/M implementation of technical standards, please your unit arranges matters relating to the demonstration work for implementation, carries out the concrete work as soon as possible, as policy, organization, related standard and technique for implementation, insures the I/M system to bring into effect, and gives report of the demonstration work for implementation to general bureau in time.
